Over the last two decades, the National Human Genome Research Institute has supported a program of scholarly work on the ethical, legal, and social implications of genetics research, known collectively as ELSI. ELSI inquiry examines the values underlying the use of new genetic technology, ideally before it is used. When genomics is used for the advancement of public health, PHELSI is the term used to refer to public health ethical, legal and social issues.
